Wastewater System Performance/Private Inspection
If an owner doesn't have maintenance records to support a property sale or system documentation is not complete with the local health authority, a wastewater system inspection may be required to assess the condition and functionality of the septic system.The owner of a sewage system must ensure the system is maintained in compliance with the maintenance plan in the Letter of Certification ( SSR Section 9) and keep records of the maintenance in accordance to section 10 of the Sewage System Regulations (SSR). If this hasn't happened then a Performance Inspection may be required. A flood event, site damage, or Environmental Health Officer may also require a performance inspection.
Type 2 and 3 wastewater treatment systems have minimum requirements for the output effluent. 45mg/l for TSS and CBOD5 for Type 2 systems and 10mg/l for TSS and CBOD5 for Type 3 systems as well as 400 Fecal Coliform / 100ml. I perform additional testing parameters to determine the capability of the system and compare that to well water to determine how much sewage pollution is getting into your fresh water system, be that from your wastewater system or your neighbours.
The Sewage System Regulation also outlines offences for maintaining, or operating a sewage system in section 12 and google AI does a good job outlining the fines and orders that may be issued by EHO's for non-compliance.
